Dr. Jennifer Sughrue, who earned her Ph.D. at Virginia Tech, has a professor of educational leadership for 20 years. Her primary expertise and area of research is education law and policy, including special education law and policy.  She also has a background in school finance, with particular emphasis on fiscal equity.  Her other areas of interest are social justice and critical theory studies, including critical race theory and critical feminist theory.

Prior to entering higher education, Dr. Sughrue was a K-12 teacher (IB biology and IB chemistry; math) and administrator for nearly 20 years. She spent most of her K-12 career in international schools in Africa and South America. As a result, she has engaged in funded projects to improve educational opportunity in Africa.
