Cecil F. Carter is an associate professor of Educational Leadership at Florida Gulf Coast University (FGCU) in Fort Myers, Florida. He has held this position since January, 1997. His primary areas of interest are leadership, education law and policy, and curriculum and instruction.

Prior to joining the faculty of Florida Gulf Coast University, Professor Carter served as a school administrator in several school districts, namely Lee County, Florida; Savannah-Chatham County, Georgia; and Isle of Wight County, Virginia. Professor Carter has been a school principal, a district-level administrator, and a superintendent of schools. He also served as deputy secretary of education for the Commonwealth of Virginia. He was a teacher of mathematics in the Virginia   Beach, Virginia public schools.

Professor Carter received his undergraduate degree in Physics from NorfolkStateUniversity. His masters and doctorate in educational administration and supervision were earned from the University of Virginia.
